There has been many a time that the spectator (non-combatant) has been floating around in servers behind unsuspecting players and has made comments that are distracting and disruptive.
Some things are just not respectful when in spectator mode 
1. Divulging where someone is 'hiding' with a sniper rifle
2. Just general useless chatter "You wanna see something cool"
3. Following one person and just being a nuisance 'so and so now has a deemer' etc.
4. Over commenting Saying 'good shot' to every shot that kills. Not every shot is a good shot
5. If having admin rights, pausing the game in middle of match
Allowable spectating chatter:
1. saying 'Nice move, shot' when it is warrented
2. good game at the end of a match
3. THAT'S IT!!!!!!!!
If these cannot be followed, then don't spectate.
or face the consequences.
